Council confirms two deputy director appointments and several mayoral board nominations

Southfield City Council on Feb. 10 approved multiple personnel appointments, including two deputy director positions and several mayoral nominations to boards and commissions.
The council voted to appoint Sarah Mullally to the newly authorized position of deputy director of business and economic development, effective Feb. 10. City administration recommended the promotion to assist the department director with management of the career center and business development activities and cited Mullally’s long tenure with the city. The administration recommended placement in management group grade 406 and said funds would be transferred from fund balance, citing a $90,000 balance transfer to cover the change.
“I’ve been a very proud employee to be here for the last 28 years,” Mullally said after the oath. “I’m excited about this next chapter in my career.”
Council also approved Mark Ragsdale’s appointment as deputy director of public works, with the administration noting Ragsdale holds a master’s degree in public administration and an S1 water license and has experience rising through labor ranks and serving as a DPW director in other municipalities. Council approved a management-grade placement for Ragsdale and additionally appointed him as a city constable at the same meeting.
Separately, the council accepted a slate of mayoral appointments and reappointments: Janelle Speed Hale to the City Center Advisory Board; reappointments of Bruce Collins and Thalia Maxwell to the Southfield Library Board; and reappointments of Dr. Steven Craig and Greg Easterly to the Downtown Development Authority. Council members administered oaths of office to present appointees present that evening.
Most appointment motions were moved and supported by council members and approved by voice vote with the chair saying “motion carries.” The clerk administered oaths for appointees after the votes.
Council did not debate the individual qualifications at length; administration staff summarized backgrounds and recommended approval. The council’s action makes the appointees official and places Ragsdale and Mullally into their respective management pay grades and duties.
