Davis County Commission approves consent agenda: property deeds, contracts, health grants, tax-sale actions

The Davis County Commission on May 27 approved a consent and action package covering property conveyances, contracts, health department grants and agreements, and tax-administration items.

Community and economic development director Kenny Anderson presented two property items the commission approved together: acceptance of a warranty deed from Clearfield City and the Clearfield City Community Development Renewal Agency LLC conveying a small gap of land at the Davis County Health Department campus in Clearfield (Tax ID 120200144). Anderson said the parcel is 0.0033 acres and “a very small piece bordering the... Thalia's property.” The commission also ratified a nonbinding letter of intent to purchase a nearby property at 49 East 200 South in Clearfield; the building on that parcel is described as a 10,398-square-foot office facility on 1.35 acres.

The commission accepted the results of the 2025 delinquent real property tax sale. Controller Curtis Koch reported that the sale started with 28 homes, 30 parcels of land and six commercial properties listed, and that 12 parcels were sold at the sale; “we had no homes sold,” he said, and no commercial properties sold. The commission accepted the bids, results and minutes and will record tax deeds for the parcels sold.

Facilities director Lane Rose presented three items approved on the consent agenda: a three-year contract with Philip & Co. Construction to replace air-wall systems at the Davis Conference Center with a payable amount of $2,109,720 (05/27/2025–12/31/2027); a civil engineering and landscape-services agreement with Great Basin Engineering, Inc. for work at Valley View Golf Course, payable $24,500 (05/2025–12/31/2025); and an update to facilities policies and procedures to allow registered political parties to use county facilities in compliance with state law.

Health department presenter Rochelle Blackham presented items 10–19 as a package. Key items included a $500 donation from Keith Painter; a WebAIM website-accessibility training agreement with Utah State University for $3,200 (one-time); reappointments and an appointment to the Senior Service Advisory Council (three reappointments and one new appointment, three-year terms starting 07/01/2025); a limited-use agreement with Northern Lights Dance Club (receivable $25 per class, three-year term); Medicaid aging-waiver contract amendment (receivable $67,593 for administration, FY2026); an early-childhood targeted case management agreement (TCM) receivable of $625,625 beginning 07/01/2025 for five years; a five-year receivable of $218,114 for Medicaid member and provider outreach; appointment of Dr. Candace Smith to the Davis County Board of Health (term 06/30/2025–06/30/2028); a memorandum of understanding with the Purple Tie Gala committee to support dementia services (receivable amount dependent on need); and a bus-use agreement with the Bountiful Historic Preservation Foundation for the Bountiful Handcart Days historic-home tour (one-day receivable June/July 2025).

Other routine approvals included a five-year bandwidth upgrade connection to the Western Sports Park (information systems deputy director Mike Pace; replaced cost of $806.25/month with $1,308/month effective 05/27/2025–05/27/2030); library renewals (Mango Languages renewal with Creative Empire LLC for a three-year total of $45,024.60, split $15,008.20 annually; and a memorandum of understanding renewal with UETN for discounted network services); and an interlocal cooperative agreement for law-enforcement dispatch services with Sunset City for $28,126.50 for FY2026.

Commissioners approved the consent agenda and the property-tax register, including specified abatements, corrections and assessor adjustments; the board of equalization then recessed and the commission reconvened to close the meeting.
