Live Oak council approves sewer and water rate increases; sewer average hike about 9.25%, water 4.75–5%

The Live Oak City Council on Feb. 25 approved two ordinances amending utility rates for sewer and water services, both passed on unanimous 5-0 votes.

City staff said the sewer ordinance responds to rising sewage-treatment and collection costs, including charges from regional treatment providers. Staff presented a recommended average sewer increase of 9.25 percent, below the 10 percent that had been budgeted. “The recommended increase is a 9.25,” staff said, and council members said they understood the need despite the impact on residents.

On the water side, staff told the council the budget contained a proposed 6 percent increase but a revised recommendation narrows the average to about 4.75–5 percent for typical residential use; the city’s tiered rate system means higher users will see larger percentage increases. Staff emphasized conservation incentives built into the tiers.

Council members noted the increases are difficult decisions and discussed impacts on residents on fixed incomes. Staff provided a sample monthly impact: for a customer using the city’s typical winter average of about 5,000 gallons, the monthly bill would rise by roughly $3, from about $31 to about $34. Council discussed information and outreach the city will provide to help residents reduce winter averages and bills.

Both ordinances were approved on first reading by a recorded vote of 5-0. The sewer ordinance was listed on the agenda as item 6.e and the water ordinance as 6.f. Staff said the increases will take effect on the date specified in each ordinance and will be reflected on future bills after the effective date.
