Davis County Library board ratifies minutes, expenditures, donations and several routine agreements

The Davis County Library Board on Feb. 13 approved routine administrative items including the Jan. 9 minutes, ratified December 2024 expenditures and donations over $50, and ratified a set of low‑dollar contracts. The board also approved renewal of the Data Axle reference database and accepted the annual Community Library Enhancement grant from the state library.
Those approvals came without extended debate. Library Director Josh Johnson told the board that December figures remain unaudited because county tax revenues for the prior year typically do not arrive until April and audited numbers from the controller arrive in July: “we won't have audited figures,” he said, adding that “as long as we are within bounds for each of the sections of the budget, we should be fine.” Johnson flagged postage as a line that is a bit over budget and said collection spending is running higher than planned because staff have increased spending to expand collection relevance.
The board ratified about $331 in donated materials that staff valued at book‑sale prices; some donated items are added to collections and others are sold or disposed of if not usable. Under board policy, donations worth more than $50 are summarized and forwarded to county commissioners for formal acceptance before the library board ratifies them. The board also ratified a set of low‑dollar contracts (contracts under $3,000) that department staff are authorized to sign and then present to the commission for ratification.
Ellen Pearson, a library staff member, summarized the Data Axle renewal the board approved. She said, “Data Axle is a database… particularly popular with small business owners. It has demographic information of the area and addresses and such to do mailers or know who to advertise to.” The board approved renewing the subscription for reference and business‑research use.
On grants, staff reported the library successfully applied for and received the annual Community Library Enhancement Funds grant from the Utah State Library. The library intends to use the award primarily for digital materials, where demand and hold lists have outpaced funding.
Staff also told the board they plan a standing‑order purchase of read‑along, screen‑free children’s audio books (sometimes called “playaways”) and expect deliveries to begin in March. Johnson said the initial rollout will focus on children’s materials as a screen‑free option. He and staff credited neighborhood advocates in Bountiful for advancing the idea and said public feedback helped shape the purchase.
