NextEra Energy Resources representatives briefed the Emmons County Board of Commissioners on Feb. 11 about a proposed battery energy storage facility sited adjacent to an existing substation in Emmons County.
Project overview: NextEra described the proposed facility as a 40-megawatt, 4‑hour battery energy storage project (560 megawatt-hours total energy capacity) on a purchase-option 15‑acre parcel next to a current substation linked to an existing wind project. The company said the target commercial-operation date is December 2026 and estimated a project life of about 30–35 years.
Why the project is proposed: NextEra said battery storage enables grid flexibility — charging when generation exceeds demand and discharging during peak loads — and supports frequency regulation and other ancillary services. The company said co‑locating storage next to a substation reduces the need for additional transmission infrastructure.
Safety, monitoring and first-responder training: NextEra representatives described a layered safety and monitoring approach: cells are assembled into sealed modules, racks and containers; thousands of sensors enable continuous remote monitoring; a centralized operations center monitors systems 24/7 and can remotely isolate sections of the system. The company said units are designed and spaced to prevent thermal events from spreading between containers and cited National Fire Protection Association guidance (meeting comments referenced NFPA 55).
During questions, commissioners and local officials asked about air quality and emissions from thermal events, disposal and recycling of batteries at end of life, winter performance in cold climates, and operational logistics such as siting, setbacks and permitting. NextEra said batteries are dry‑cell systems with thermal-management systems and that they operate in cold climates (the company noted installations in Canada). On disposal, NextEra said components are handled under national hazardous-materials and recycling regulations and that off‑site facilities are used for end‑of-life handling.
Permitting and next steps: NextEra said it intends to follow local ordinances and apply for a conditional‑use permit; it also said it will submit a state site compatibility certificate application (the company described a separate North Dakota certification process) and a North Dakota Public Service Commission application as required. The firm asked to begin discussions with county staff and emergency management, and offered to provide annual first‑responder training and planning meetings before construction.
Community questions and timeline: Commissioners asked for additional technical documentation (air‑quality testing from prior incidents, disposal and HAZMAT handling plans, and engineering-level design). NextEra said it will supply additional materials and meet with emergency management, road crews and other staff to refine plans and training needs. The company said preliminary civil work would ideally be done to avoid deep winter construction windows, with groundwork in early autumn and major construction timed around winter conditions.
Speakers at the presentation included NextEra project staff and county officials; the board did not take an immediate permitting vote during the meeting.
