Oldham County hires QK4 for Commerce Parkway traffic study; LaGrange to share cost

The Oldham County Fiscal Court voted to hire QK4 to perform a traffic study of Commerce Parkway and approved a cost-sharing arrangement with the city of LaGrange.
Jim Silliman, presenting the road committee recommendation, said the committee evaluated six consultant proposals and recommended QK4 “based on qualifications and price,” citing QK4's prior work on Commerce Parkway design and other corridor studies for the county. Silliman told the court the recommendation was unanimous and noted participation by the road committee, an Economic Development Committee representative and LaGrange officials.
He said the firm had performed related work in the Commerce Parkway corridor, provided a forecast study for the state and produced a recent Highway 22 corridor study for Oldham County. Silliman said the subcommittee anticipated QK4 completing the Commerce Parkway traffic study by May 2025.
A magistrate moved to consider the recommendation and, after a second, the court approved hiring QK4. Silliman and other presenters told the court the study covers the entire Commerce Parkway portion within the county and LaGrange; the city will pay for half of the study cost.
