Shawnee public works outlines 2025 road program, Shawnee Mission Parkway mill-and-overlay budgeted at $9.2 million

City of Shawnee Public Works Director Kevin Manning presented the city's 2025 road-program plans to the City Council on Feb. 10, including bridge work, a large mill-and-overlay job on Shawnee Mission Parkway and a multi-year rehabilitation of Midland Drive.
Manning said the Kansas Department of Transportation (KDOT) is expected to resume redecking of the I-435 southbound bridge over Midland Drive in March; he did not provide an exact restart date. To accommodate ongoing projects, the city moved more than 40 lane miles of mill-and-overlay work on Shawnee Mission Parkway (from Hedge Lane Terrace to Lachman) into summer 2025 and budgeted $9,200,000 for that program. Manning told the council the project includes stormwater improvements and that the work will be staggered to limit disruption at the Midland Drive and Shawnee Mission Parkway intersection.
Manning also presented an option to install a new traffic signal at the Shawnee Mission Parkway and Vista Drive intersection to address increasing traffic and to plan for potential future development south of that intersection. He reviewed existing plans for the Midland Drive rehabilitation project; the bulk of the rehabilitation work has been rescheduled to 2026. The Midland Drive plan described to the council includes a full rebuild of the roadway, relocated utilities, a sidewalk on the south side of the street, new bike lanes and updated stormwater infrastructure.
The council authorized procurement steps for 2025 roadwork (see separate votes) and discussed coordination with KDOT on the bridge redecking schedule. Manning's presentation and the council discussion did not include a detailed construction schedule beyond the seasonal timing and the $9.2 million budget figure for the Shawnee Mission Parkway work.
City staff and council members framed the timing as intended to reduce traffic impacts at key intersections and to coordinate multiple projects, but specific start and completion dates for each segment were not specified at the meeting.
