Shawnee council approves advisory appointments, plan amendments, project bids and 4% raise for city manager

The City of Shawnee City Council met Feb. 10 and unanimously approved a slate of administrative and project actions, including advisory committee appointments, amendments to the Achieve Shawnee comprehensive plan, bidding authorizations for 2025 roadwork and a 4% base-salary increase for City Manager Paul Kramer.
The council approved three reappointments and six new appointments to the Shawnee Advisory Committee; all appointments were for two-year terms expiring in 2027. The council voted unanimously to accept the Planning Commission's proposed amendments to the Achieve Shawnee comprehensive plan except for a proposal to retain a mixed-use zoning designation at K 7 And 70 Fifth Street, which the council did not accept.
Council members authorized staff to advertise bids for the 2025 Mill and Overlay program and for the 2025 crack-seal project; both authorizations passed on unanimous votes. The council also unanimously approved two interlocal agreements with Johnson County to secure reimbursement for stormwater projects. According to city staff, Johnson County modified its process so the 2025 reimbursements will be based on estimated costs, whereas 2024 reimbursements were based on final project costs.
The council recessed for a 15-minute executive session to discuss a merit increase for the city manager. After the executive session, Council Member Kurt Nappan moved that City Manager Paul Kramer receive a 4% increase to his base salary. The motion passed unanimously.
No public comment on business matters was taken at the meeting, and the full governing body was in attendance. The council noted that Shawnee city offices will be closed Monday, Feb. 17, in observance of Presidents' Day. The next council meeting is scheduled for Monday, Feb. 24, at 6 p.m. in Council Chambers at Shawnee City Hall.
