Alex (last name Knopf) — a former cochair of the GAE panel — told members that joint rules 6 and 23 both assign jurisdiction over the State Elections Enforcement Commission (SEEC) and related election and campaign‑finance matters to the Government Administration and Elections Committee and to the newly created Government Oversight Committee.
Knopf said the duplicate cognizance creates a “great opportunity” for inconsistent legislation and delays and asked GAE to seek an informal or formal resolution with leadership so that elections and campaign‑finance policy is not subject to concurrent, conflicting committee jurisdiction. He flagged a recent Government Oversight Committee hearing on a significant elections bill (Senate Bill 1405) as an example of overlapping activity.
Committee members asked clarifying questions about whether the Government Oversight Committee’s jurisdiction is limited to administrative functions. Knopf said the joint rules’ language is plenary in both places and not limited, which could lead to parallel bill development and time‑consuming reconciliation.
