Council approves special‑permit for 1101 E. Arapahoe event center with conditions

The Richardson City Council unanimously approved a special permit to allow an event center at 1101 East Arapahoe Road, adopting Ordinance No. 45‑33 with the conditions recommended by staff.

The council approved the request after a continuation of the public hearing. City staff said the property is a two‑story, 6,000 square‑foot office building built in 1979; the proposed event space occupies approximately 4,366 square feet on the ground floor. Staff said the site provides 411 total parking spaces and that, after accounting for parking needed by existing office uses, 217 spaces would be available for the event center; using a 1:100 parking ratio staff estimated 44 spaces would be required for the event space.

Staff recommended, and council included in the ordinance, a set of conditions limiting the special permit to the applicant and to an event center of 4,366 square feet as shown on the concept plan; limiting hours of operation to 5 p.m. to midnight Monday–Thursday, 9 a.m. to 1 a.m. Friday–Saturday and 9 a.m. to midnight Sunday; limiting the maximum number of guests to 99; and requiring a parking ratio of 1 space per 100 square feet of floor area.

Applicant Iris Montezuma addressed the council, said she plans to operate and coordinate events and that she and her husband, Vicente Montezuma, will be involved in management and construction. Council members asked about security and off‑duty police presence; staff and the applicants said individual event contracts typically address security and that no city licensing list requires private security providers.

Miss Justice moved approval of zoning file 25‑01 and adoption of Ordinance No. 45‑33 with the conditions presented; Mister Dorian seconded. The motion passed unanimously (vote tallies not read into the record).
