Richardson staff to draft consolidated fee ordinance; water and sewer rates likely remain separate

Don Magner and budget officer Bob Kleinmeier briefed the council on the effort, which will compile more than 1,000 fees currently set by roughly 40 ordinances and resolutions into one master ordinance and attached fee schedule. The city attorney will draft the ordinance and attached schedule after staff completes an internal review with departments and the city secretary.
Kleinmeier said the consolidated ordinance would not create new fees or change existing fees; it is intended to improve usability and public access. He noted a caveat from the city attorney: water and sewer rates likely must remain in a separate code section and will not be merged into the consolidated schedule, though staff will include references to those rates on the attached fee schedules where appropriate.
Councilmember input focused on clarity and on ensuring the schedule references any stand‑alone rate ordinances. Kleinmeier said staff will return to council with a draft ordinance and fee schedule for review and formal adoption at a later meeting; no adoption occurred at this session.
