Assembly approves dock-shed contract, budget adjustments and Skow Bay study request; several routine items passed

In unanimous second readings, the assembly approved ordinance 2025-01, rezoning Lot 13B, Plat 2008-15 (Parcel ID 01-014-700) at 1020 Sandy Beach Road from rural residential to single-family residential, and ordinance 2025-02, a FY2025 budget adjustment that adds a $26,736 Homeland Security cyber grant, corrects motor pool payroll (+$82,595), increases Power & Light inventory (+$45,000), increases Power & Light heat pump rebate funding (+$15,000) and increases motor pool training/CDL budget (+$8,697).
The assembly also authorized a renewed request to the U.S. Army Corps of Engineers (USACE) to perform a general investigation study regarding a harbor basin and breakwater on borough-owned property in Skow Bay; borough staff said the borough has submitted this request in prior years and re-files annually so USACE will consider the project when it schedules new projects. The motion passed 4-0.
On the consent agenda the Assembly approved DC Harbor Inc., doing business as Harbor Bar, to renew its beverage dispensary (liquor) license; the Alaska Alcohol & Marijuana Control Office had determined the application complete. That motion passed 4-0.
