Waco council approves transit management services resolution after Hendrickson Transportation Group comment

The Waco City Council voted Feb. 18, 2025 to approve a resolution concerning transit management services after a public comment from a local vendor urging changes to the procurement process.
Raymond Suarez, who identified himself as an innovation and strategy leader for Hendrickson Transportation Group (which he said is founded and headquartered in Waco), addressed council before the vote. "I wanna thank the city manager and their staff for listening, following process, and listening to input, during the procurement process," Suarez said. He told council his company supported rejecting all offers on the current proposal and reseeking bids: "We look forward to a resolicitation in the near future." Suarez also described HTG's transit work in the region and cited recognition by the Texas Transit Association.
After public comment the council moved, seconded and recorded an affirmative roll-call to adopt resolution 2025-148. City Secretary Parker polled council members and recorded votes in favor; the resolution passed.
Staff materials accompanying the item show the matter was pulled from the consent agenda for separate consideration and that the city received at least one public comment card. The council did not record any amendments to the staff recommendation during debate.
The resolution as adopted will be administered by the city transit and procurement departments; staff follow-up and procurement steps were noted in the meeting packet but no additional directions to staff were recorded on the floor.
