The Waco City Council on Feb. 18, 2025 approved a series of development permits, right-of-way abandonments, a bank depository ordinance on emergency reading and a number of resolutions and consent items.
The council approved minutes from the Feb. 4 regular session and then voted on multiple public hearings and ordinances. Key actions taken included approval of a special-permit resolution to allow an auto body shop at 318 Depot Drive; approval of the final planned unit development for the Fourth Street PUD at 3212 South Fourth Street; amendments to the comprehensive plan and rezoning of several Summer Avenue parcels from C-3 to R-2; abandonment of three alley/right-of-way tracts near the McLennan County Courthouse to facilitate courthouse renovations; and abandonment of a small alley tract adjacent to 1210 Kellum Street subject to retained utility easements.
The council separately voted on two resolutions pulled from consent: a marathon traffic-management resolution (resolution 2025-154), which passed with a council member recusing from discussion on that item, and a resolution regarding transit management services (resolution 2025-148), which passed after public comment. The consent agenda (resolutions 2025-125 through 2025-158 except for the pulled items) was approved.
On ordinances, the council approved emergency readings designating JPMorgan Chase Bank, N.A., as the city depository for the period May 1, 2025–April 30, 2028, with an option to extend (ordinance 2025-159), and the ordinance passed emergency readings as required. The council also approved an ordinance on first reading revising reporting requirements for permitted industrial wastewater users in the sanitary sewer regulations (ordinance 2025-160).
Formal votes were taken by roll call for each item. Several plan commission recommendations noted in staff reports showed unanimous votes at the commission level (7–0 or 8–0) before council action. Where the council roll call was read aloud by City Secretary Parker, members recorded votes in favor; no recorded council vote on these items failed.
