The Town of Sellersburg Town Council voted Feb. 10 to accept a bid recommendation and award a Community Crossings Matching Grant (CCMG) road contract to Mac Construction, and authorized town officials to sign the contract as required to meet Indiana Department of Transportation (INDOT) deadlines.
According to the bid opening presented to council, bids included Mac Construction at $644,575; Flynn Brothers at $673,139.14; Libs Paving at $740,200.90; Hall Contracting at about $780,000; E & B Paving at about $709,000; Louisville Paving at $835,803.22; All Terrain at $861,006.48; and Temple & Temple at $959,451. The town received a recommendation letter asking the council to award the package to Mac Construction and to permit execution of the contract that night. Mike Harris of JTL presented the bids to the council.
The council approved the motion to award the contract (motion by Matt; second by Scott) without further recorded discussion. The motion passed by voice vote.
Council members and staff discussed how CCMG grants are administered. The meeting record noted that the Community Crossings Matching Grant program provides matching funds through INDOT and that for towns with populations under 10,000 the program commonly covers 75% of eligible project costs with a 25% local match; the town would pay the local share for the awarded project.
Council members said the town selects roads for CCMG projects based on PASER ratings (a standard pavement condition score) and an asset-management inventory; higher-need roads are prioritized in successive cycles. JTL and town staff said the 2024-2 letting referenced at the meeting was the second CCMG letting for which the town had applied and been awarded work in late December, and that the 2025 application had been filed in the most recent round.
What this means for taxpayers: under the CCMG structure presented to the council, the town will fund the local match for the awarded roads while INDOT provides the larger portion of project funding.
Votes at a glance: the council approved the contract award by voice vote (motion by Matt; second by Scott). No roll-call vote was recorded in the transcript.
Action details and next steps: town staff and the engineering firm (JTL) will complete contract documents and coordinate with INDOT to meet submittal deadlines; Mike Harris said JTL asked for authority to execute contract documents so timing with INDOT and grant paperwork could be met.
For more background, the council meeting included a public question-and-answer exchange explaining CCMG and PASER-based road selection; no members of the public registered objections to the award at the meeting.
