Collin County approves two historic property tax abatements after staff verification

The Collin County Commissioners Court approved historic property tax abatement recommendations, adding two properties whose owners presented evidence of completed or in-progress repairs.

Two residents — who identified themselves as owners of properties at 408 Heard Street and 1207 West Louisiana — spoke to the court during the meeting to say repairs cited in abatement-denial notices had been completed or were nearing completion. Judy Moody, the staff member who works with the historical commission process, told the court, "both of their repairs were compliant with what we needed, so they're, 1 of them just needs to be painted, the other 1 is complete, so I think they're fine." Moody recommended approval after verifying that repairs had been made and that one property was primed and awaiting paint.

The county's historical commission had lacked a quorum in December, which delayed routine review and compressed the timeline for owners to complete repairs before tax-office deadlines. Moody said the commission could perform follow-up verification next year and that staff can accept current photos when appropriate. The court formally moved to approve item 1J1, including the two addresses presented to the court (1207 West Louisiana and 408 Heard Street), and the motion carried 4–0.

Court members asked staff to meet with the property owners outside the courtroom to confirm documentation and indicated those properties will be monitored on future inspections. The approved list otherwise follows the recommendations in the packet; eight other properties that lacked representation remained denied on the historical commission's list.
