The Abilene City Council voted to expand a reinvestment zone and approved a tax-abatement agreement intended to encourage further expansion of the Lansium campus in Taylor County.
The council approved a second and final reading to expand the reinvestment zone that covers property Lansium has added since the zone’s initial creation. City Manager Robert Hanna said the expansion is intended to make the additional property eligible for the city’s tax-abatement process as Lansium pursues additional campus development and potential business prospects.
Why it matters: Lansium’s campus is presented as a multistage industrial campus. City staff and council described the abatement as an incentive to attract capital-intensive follow-on development that the applicant said could create high-wage jobs and generate long-term tax revenue once abatement terms expire.

Hanna also said Lansium plans on-site energy generation (gas, solar, wind) that, he said, should reduce stress on the grid and could, in periods of strain, supply energy back to the grid. - Job estimates discussed: the initial campus phase was tied to about 57 employees; each additional pod would commit to roughly 50 jobs, per staff remarks. Council discussed that the abatement is intended to incentivize those future builds.
Public comment and council discussion: Several residents asked whether the reinvestment zone or abatements would reduce city revenue and whether the city would still be asked to provide typical services such as water and fire protection. Robert Hanna and staff clarified that the facility would still pay for water and other service fees and that the city would retain 15% of taxable value during the abatement and full taxes after abatement periods end. Samuel Garcia and other residents questioned long-term service costs and how the abatement would interact with annexation and service obligations.
Vote: Council approved the reinvestment zone expansion and later approved the tax-abatement agreement after executive-session review. Council members described the action as a business decision to secure large, high-capital investments that otherwise might locate in competing jurisdictions.
Next steps: Lansium may pursue additional pods; the abatement framework is now authorized for properties included in the expanded reinvestment zone. Staff will continue to work with Lansium’s legal and development teams to finalize required agreements and track compliance with abatement conditions.
