The San Bernardino Planning Commission approved Conditional Use Permit 23‑21 to allow a roughly 2,200‑square‑foot Ono Hawaiian Barbecue fast‑casual restaurant with a drive‑through at 1050 East Harriman Place, voting unanimously to adopt Resolution No. 2025‑006 and find the project categorically exempt under CEQA Section 15303.
Staff described the site as a 1.52‑acre parcel within the CR‑3 (Commercial Regional 3) zone and the Transit Overlay District at the west corner of a shopping center known as The Hub. The project proposes a new building in an underused section of the center’s parking lot, an on‑site drive‑through lane that stacks up to 10 vehicles with six positions at the order board, and a reciprocal parking agreement for the center. Staff said the restaurant requires 22 parking spaces and the center exceeds that number.
Applicant representative Anton Nguyen told the commission he represented Ono Hawaiian Barbecue and was available to answer questions. A nearby resident, Sarah Davis, identified herself as the general manager of the adjacent San Bernardino Residence Inn and asked whether shared parking would expose hotel guests to towing; staff replied there is a reciprocal parking agreement and that hotel guests would not be towed for parking in the shared area.
After questioning from commissioners, Commissioner Daley moved to adopt staff’s recommendation; the motion was seconded and passed on a roll call vote with all eight commissioners voting yes.
The commission’s action includes approving the site and architectural plan as presented and the condition that approved development conforms to the project plans and the conditions of approval attached to Resolution No. 2025‑006. Staff noted one written comment had been received asking for basic information on the project and that the commenter had been contacted.
The commission closed the item and moved on to the next agenda matter.
