Sean Bartos, code enforcement manager with the Community Development Department, presented amended lists for both items. For the housing and dangerous-building cases (item 4) staff identified 158 properties with $166,307.96 in unpaid fees scheduled for liens; staff removed five properties from the exhibit before the vote. For the neighborhood code compliance and administrative penalties (item 5) staff identified 512 properties with a combined $1,157,064.47 in unpaid fees and penalties and removed 15 properties from the exhibit prior to the vote.
Council opened and closed the public hearings on both items without public comment and moved to adopt the two resolutions separately as amended. Item 4 passed on voice vote. Item 5 passed 9-0. Council directed staff to proceed with collection actions described in the adopted resolutions, which allow either special assessments against parcel tax rolls or personal obligations where appropriate.
The resolutions authorize placing liens or starting collection actions only on the properties listed in the staff report as amended; staff removed specific line items from the exhibits before final action, as noted in the staff presentation.
