Cleburne staff outline $2.35M estimate for 2025 street maintenance; council signals consent to listing

City public-works staff presented the proposed 2025 annual street-maintenance listing and sought council concurrence to finalize contract documents and quantities.

The staff presentation described a strategic resurfacing program aimed at maximizing limited funds by balancing mill-and-overlay work with micro-resurfacing. The city has budgeted $2,500,000 for the program in fiscal year 2025 and staff estimated the proposed listing would cost about $2,350,000. If carried out as proposed, the program would address approximately 7.7 miles of roadway in fiscal 2025: about 3.8 miles through mill-and-overlay (removing and replacing the top asphalt layer, often appropriate where existing curb and gutter remain) and about 3.9 miles through micro-resurfacing (a thin emulsion layer to seal and extend life on roads in generally good condition).

The presenter noted the program is not a "worst-first" approach but a strategic prioritization to get the most mileage of roadway improved with the available funds; since 2019 the program has resurfaced over 46 miles of road. Staff said the 2024 listing is still being finished due to weather and scheduling delays and asked council to confirm the 2025 list so staff can finalize contracts and schedule work for spring and summer paving months. Councilmembers expressed no objections during the discussion and staff took that as consensus to proceed to contract preparation.

Staff said final pricing will be determined after contract documents and quantities are finalized; their target is to have contractors working in the 2025 paving season. No formal contract award occurred at this meeting; staff will return with finalized contract documents and exact pricing for council action.
