The Hooper City Council on Feb. 6 approved its 2025 slate of committee and external‑board assignments, designating council members to represent the city on budget and finance oversight, emergency preparedness, parks and trails/city‑owned property, public safety contacts and other committees.
The assignments, which council members discussed during a work session and finalized in the regular meeting, were intended to ensure regular representation at recurring external meetings and to provide routine reporting back to the council.
Councilmember Bryce Wilcox was confirmed as mayor pro tem and assigned emergency preparedness and related duties. Councilmember Ryan Hill (listed in meeting materials as Hill) was given fire‑district liaison duties along with budget and finance oversight and a role in economic development. Councilmember Debbie Maragoni will represent the city to the sheriff’s office and the community‑health/beautification efforts; other members were assigned to youth council, community events, the Western Weber CTC, senior services and mosquito abatement. Staff said they will circulate an updated chart of assignments to the council.
Several council members proposed steps to strengthen oversight and training for specific assignments. Councilmember Wilcox suggested arranging finance‑orientation sessions with the city’s finance staff so council members assigned to budget and finance oversight understand monthly statements. The council agreed that staff (finance and administration) should provide monthly summaries and that at least one council member should coordinate with the treasurer to receive monthly financial reports.
On civic volunteering and public safety, councilmembers discussed the VIPS (volunteer in policing services) program and the logistical barrier of vehicle pickup at the sheriff's office. Staff reported the sheriff’s office supplies equipment and radios for a vehicle but that the city would likely need to cover fuel and would have to coordinate sign‑out logistics. Council asked city staff to discuss options for staging a vehicle locally and for bringing the topic back during budget discussions.
Why it matters: Assigning council liaisons and representatives clarifies who will attend recurring external meetings and who will bring back monthly reports to the city council. That role can affect how quickly the council learns about departmental issues and regional planning topics.
What the council decided
- Approved the list of council assignments for 2025 (motion to approve by Councilmember Fowers; second by Councilmember Northrop). The motion carried by voice vote.
- Agreed to request regular finance briefings to support the new budget and finance oversight assignment.
Next steps
City staff will produce a consolidated assignments chart and circulate it to council members; staff will also contact the sheriff’s office and appropriate county partners about options for VIPS vehicle staging and for scheduling finance walkthroughs.
