Ada County commissioners approve series of routine resolutions and motions; several procurement items tabled

The Ada County Board of Commissioners on Dec. 3 approved a series of routine resolutions, contracts and administrative motions and voted to table several procurement award recommendations for further review.

The board approved four resolutions on the consent calendar and other routine business, moved multiple procurement items to future meetings for staff review, approved tax-cancellation items and authorized a modest sanitation rate increase for the county'contract hauler.

Why it matters: The actions collectively adjust county budgets, reallocate federal ARPA funds to county services and authorize equipment and contracts that affect county operations. Several procurement awards were delayed so staff can complete evaluations and bring recommended awards back to the board.

The board voted on the following, by voice vote (motions carried as stated):

- Resolution 3046 (budget adjustment): Approved to reflect receipt of unscheduled revenue in the Emergency Management Department budget. Motion passed; outcome: approved (voice vote).

- Resolution 3047 (conveyance of vehicles): Approved conveyance of 2014'016 Chevrolet Tahoes from the Ada County Sheriff's Office to the Valley County Sheriff's Office. Motion passed; outcome: approved.

- Resolution 3048 (ARPA revenue replacement awards): Approved multiple awards of allowable ARPA revenue-replacement funds to several county departments (see separate article for details). Motion passed; outcome: approved.

- Resolution 3049 (disposition of county personal property): Approved sale/transfer program for county personal property described on the agenda; staff clarified that the item includes used county computers to be repurposed for a children's program. Motion passed; outcome: approved.

- Tabling motions: The board voted to table award recommendations on two procurement items so staff could finish their reviews: award of bid 25008 (Ada County Coroner's Office imaging room remodel) was tabled to the Dec. 10 open business meeting; proposals and award recommendation for RFP 25006 (consultant for computer-aided mass appraisal system replacement) were tabled to the Dec. 17 meeting.

- Catering permits and liquor licenses: The board approved two catering permits and two new alcohol licenses as listed on the agenda and authorized the chair to sign the documents. Motion passed.

- Claims journal and personnel actions: The board authorized claims listed on the Nov. 29 claims journal and approved personnel actions as listed on the agenda. Motions passed.

- Tax cancellations: The board approved tax cancellations identified on the agenda. Staff noted 38 cancellations were originally listed on the agenda but six were removed at the start of the meeting, leaving 32 cancellations approved. Motion passed.

- Agreements/contracts: The board authorized 13 agreements listed on the agenda (including several renewals and procurement contracts tied to the jail remodel and landfill operations). Motion passed; chair authorized to sign.

- Indigent services: The board accepted recommendations of indigent services staff as summarized for Dec. 3, 2024. Motion passed.

- Sanitation rate increase: The board approved an increase to the contracted sanitation (hauler) rates. The contract allows a 2.4% automatic adjustment; commissioners approved an additional 2.6% on top of that for a total 5% adjustment. Board discussion said the monthly impact would be minimal; motion passed.

Also on the record: the board removed one agenda item earlier in the meeting (tax cancellations for Eagle Fire Protection District) and removed some items from the table for consideration before proceeding through the agenda.
