The Kenai Peninsula Borough Assembly voted to appoint Leslie Morton to fill the vacant Assembly District 5 seat left by Assemblyman Elam, who is now serving in Juneau. After a secret-ballot process among assembly members, the clerk reported five votes for Morton and one vote each for three other candidates; Morton was sworn in immediately and took her seat.
The appointment came after an open application process that produced eight candidates for the District 5 position. Under Alaska statute AS 29.20.18(c), the appointee will serve until the next regular election, when a successor will be elected to serve the balance of the term.
Assembly President Rubens presided over a single round of secret balloting. Clerk Michelle Turner read the ballots: one vote each for candidate Eicher, Oberts and Marks; five votes for Morton. An assembly member moved to appoint Morton; unanimous consent for the motion was requested and no objections were raised. Morton repeated the prescribed oath of office and was seated immediately.
Applicants each had three-minute statements earlier in the meeting describing community service and priorities such as housing, education and public safety. Several assembly members thanked all candidates for their willingness to serve and noted robust public interest in the District 5 vacancy.
Morton’s appointment is effective immediately and she will serve until the next regular election, when voters will select a successor to complete the term.
