Committee Chair Beth Camp told members they should open the packet labeled "2025–26 House Intergovernmental Coordination Committee rules" and noted that a quorum for ordinary business is five members but that to adopt the rules at this meeting the committee required a majority (ten members). "A quorum shall constitute 5 members of the full committee. For us to pass the rules today, we had to have a majority of our members, which was 10," Camp said.
Representative Karen Matheak moved to approve the rules; Representative Sam Park seconded. The committee approved the rules by voice vote; the chair called for any opposed members and none were recorded on the transcript.
Chair Camp thanked members for attending and noted staff support from Michael Satterfield of the House Budget and Research Office and an intern, Mariah, who distributed paperwork to members. The transcript does not record a roll-call tally for the rules vote.
