Committee discusses waste-tire dumping, considers paying drop-off centers a bounty; item held for further planning

Alderman Chantia Pratt brought a communication about enforcement of the city’s waste tire ordinance and urged a broader plan after citing repeated illegal dumping in her district, including an incident of roughly 300 tires dumped at a site.
Pratt said she met with DNS staff, who proposed moving away from enforcement-focused approaches that are difficult to execute and toward a budgeted program that would pay drop-off centers to accept tires — creating an economic incentive to remove tires rather than leaving staff to hunt for illegal dumpers.
Alderman Baumann suggested the bounty approach could develop a cottage industry of collection similar to how recyclables were largely removed from streets once they had market value. DNS Commissioner Jessa Mila Royo Vega said the department will prepare a presentation describing enforcement roles, storage and labeling requirements, transporter obligations, penalties and how tire disposal intersects with the city’s illegal-dumping campaign. She encouraged aldermen to submit district examples to incorporate into the plan.
Alderman Stamper and others said the issue is widespread and recommended DNS include information about the organizations that currently accept and get paid to process tires, who pays them, and the licensing/transport requirements for tire handlers. DNS agreed to include that material.
At the sponsor’s request, the committee held file 241512 to the call of the chair to allow DNS to present a comprehensive plan in a future meeting.
