The Wagoner City Council voted to enter a contract committing the city to its portion of developing The Junction, a proposed public event space at 111 South Main Street, and approved a separate contract with Planning Design Group (PDG) for landscape architectural services to start design and site work.
Councilors debated the Junction contract after at least one member moved for "no action" earlier in the meeting, citing incomplete information and concern about who would perform which obligations. The council ultimately approved moving forward with the city's portion of the agreement; council staff said the county and the Wagoner Economic Development Authority (WEDA) are also involved in the larger project.
Why it matters: The Junction is intended as a publicly owned event space in downtown Wagoner and is tied to public- and quasi-public funding and coordination among the city, the Wagoner Development Authority/WEDA, and Wagoner County. Council debate focused on ensuring roles and funding commitments from partners are clarified before the city's money is spent.
Council members and staff said the county had signaled support during recent meetings and earlier county action, and proponents said the project could rejuvenate downtown activity. Opponents and a council member urged caution, arguing contracts and partner commitments should be fully documented before the city signs.
Design contract: The council separately approved a proposal from PDG to provide surveying, geotechnical work, structural review and conceptual revisions for the site at 111 South Main. PDG representatives said the scope covers a limited initial design phase: topographic and site survey, geotechnical investigation, structural evaluation of an adjacent wall, and a revised conceptual plan with a preliminary cost estimate. Staff said the city is only committing a small portion of the project design budget at this time'roughly $28,000 of an anticipated $300,000 local design/construction pool'so the council could consider stopping before committing to construction if costs prove higher than estimated.
Council process and next steps: City staff said the county still must sign its portion of the agreement, and construction contracts will not proceed without later council approval. PDG told the council it would not proceed to full park construction without additional authorization. Council members asked staff to return with clarified responsibilities and timeline for county signatures and any other funding commitments.
Votes and motions: A motion to enter into the city's contract for The Junction was seconded and passed by roll call. The PDG design contract was approved in the same meeting by roll call.
Ending: Staff said they would continue coordination with the county and the Wagoner Economic Development Authority, complete the design-phase tasks, and return to the council before any construction contract is executed.
