The Clark County Community Action Advisory Board on Wednesday elected Rob Perkins to serve as chair, confirmed Melanie Green as vice chair and approved Amy Rourke as secretary, the board announced after a motion to forward the slate was moved and seconded and members voted in favor.
The board also approved minutes from its November and December 2024 meetings; Diana Perez recorded an abstention on the November minutes. The board unanimously adopted the Community Action Advisory Board Work Plan for 2025, a schedule and set of priorities that includes equity-focused programming, a community action report, regular provider updates and an expanded review schedule for requests for applications (RFAs) in March–April.
Why it matters: The executive officer elections determine who will run meetings and represent the CAP board during the year of significant RFA review and program decisions. The 2025 work plan sets the calendar for mandatory RFA presentations and equity training the board will use to evaluate funding requests.
Details: Melanie Green opened the meeting and called for nominations for the three executive positions; after a floor nomination of Amy Rourke for secretary and a motion “to bring forth those nominations as stated,” members approved the slate by voice vote. Board staff confirmed the required conflict-of-interest disclosures and organizational documents were being collected via DocuSign.
The work plan adopted by the board re-establishes a community action report and schedules March and April review meetings as extended sessions (9:00 a.m. to 12:30 p.m.) to allow applicants five minutes to present and five minutes for questions. The plan also calls for equity trainings in February and June and regular finance updates in May and November.
Board business and administration: Staff reviewed updated bylaws and a newly adopted code of conduct approved in November 2024, reminded members to return conflict-of-interest and membership documents, and reviewed a change on the 2025 roster: Sandra Sabalo Ortega joined as a newly appointed elected official and Rhonda Lynn Clark was appointed as a low-income representative. The county’s new Ethics Review Commission and updated county ethics policy were noted; staff offered to circulate the commission membership and procedures.
Meeting logistics: The board confirmed its regular cadence — meetings on odd-numbered months at 9:00 a.m. — will remain in place for 2025; members said the current schedule was manageable though some preferred Fridays if changes were considered in the future.
