Oxnard committee recommends $1 million contract with Tri County Transportation for backfill and resurfacing materials

The Public Works and Transportation Committee voted unanimously to recommend a contract with Commodity Trucking Acquisition LLC, doing business as Tri County Transportation, for backfill and resurfacing material sales, delivery and haul‑away services. The initial one‑year term runs Jan. 8, 2025, through Jan. 7, 2026, with the option to extend for four additional one‑year periods through Jan. 7, 2030, and a total contract amount not to exceed $1,000,000.
Staff said Tri County delivers bulk materials to the city yard, segregated by bay, and also removes spoils from pipe repairs. "They not only deliver those specific materials with their large trucks, but they also remove any spoils that we have, from pipe repairs of what was already existing in the ground," said Tim Beaman, Assistant Director of Public Works.
Committee members asked why the city contracts for these services instead of maintaining the hauling equipment in‑house; staff explained the vendor has the large trucks and specialized capability to deliver bulk material and remove spoils. Staff also said the solicitation received only one bid for this item.
The recommendation was moved, seconded and carried on a recorded vote: Member Valenzuela — Aye; Member Zaragoza — Aye; Chair Perello — Yes. The motion carries 3–0. The item will be forwarded to the City Council for final action.
