Staff said the contract covers service to stormwater filtration vaults installed as construction best management practices (BMPs) in development projects and named Community Facilities District (CFD) areas 2, 4 and 5 — specifically Westport, Seabridge and River Park. A staff presenter described how vault cartridges collect pollutants before water is released into the city’s storm system and ultimately the Santa Clara River or the harbor. "They are recyclable," the presenter said of the cartridges, explaining that cartridges are typically cleaned and refurbish‑returned to the manufacturer for reuse.
Committee members asked about the number of cartridges covered by the contract. Staff said Westport and Seabridge combined have 821 cartridges and that River Park alone has 2,274 cartridges as presented during the meeting; members responded with surprise at the volumes. Staff also clarified that Downstream Services will coordinate with the cartridge manufacturer for refurbishment; the city does not contract directly with the manufacturer.
The committee moved and seconded the recommended action. The clerk recorded votes: Member Valenzuela — Aye; Member Zaragoza — Aye; Chair Perello — Yes. Motion carried 3–0.
The item will be routed to the City Council for final authorization.
