The Public Works and Transportation Committee recommended that the City Council approve an annual purchase order with Performance Nursery Inc. for plant materials, covering Dec. 18, 2024, through Dec. 12, 2029, with a total not to exceed $500,000.
Staff said the blanket purchase order is intended to allow faster, higher‑quality purchases for crew projects and urgent needs without repeated one‑off procurement steps. "This allows us to make purchases at nurseries rather than having to go through a hardware store like Home Depot or Lowe's that may not carry the types of plants we're looking for or the quality of the material we're looking for," a staff presenter said.
Committee members discussed size and suitability of plants for contractors, delivery versus pickup, and the advantages of broader solicitations to test pricing. Staff confirmed the solicitation process produced bids from Performance Nursery and Camry Nursery and that the blanket agreement is intended to improve responsiveness to resident requests for more timely service.
The committee moved and seconded the recommended action. The clerk recorded votes: Member Valenzuela — Aye; Member Zaragoza — Aye; Chair Perello — Yes. Motion carried 3–0.
The item will be forwarded to the City Council for final approval under the terms presented to the committee.
