Oxnard committee recommends $204,678 purchase of CARB‑compliant backhoe loader

The Public Works and Transportation Committee for the City of Oxnard voted unanimously to recommend that the City Council approve a purchase order with Quinn for a backhoe loader for street maintenance, not to exceed $204,678.35.

Committee members emphasized two reasons for replacing the department’s existing machine: it will not meet California Air Resources Board emissions requirements and it requires frequent, costly repairs. "It it needs to meet the CARBs, per the California regulations," said Philip Schweider, Public Works Chief's manager.

The staff report cited both air‑quality compliance and the age and maintenance burden of the current 2001 machine as justification for the purchase. Committee members asked about operator training and disposal of the old unit. Schweider said equipment operators are certified and receive periodic training on new heavy machinery, and staff monitor operator handling of equipment. On disposal, staff said the city uses an auctioneer through the purchasing office; the auctioneer must follow applicable state requirements and may sell equipment out of state if it no longer meets California standards.

Committee members also sought clarification about whether the city would receive a trade‑in from Caterpillar for the new machine. Staff responded that no trade‑in applies in this instance because the purchase is being made via a cooperative agreement that already provides discounted terms; the existing machine will be handled separately through the auction process.

The committee made and seconded the motion and the clerk recorded the votes: Member Valenzuela — Aye; Member Zaragoza — Aye; Chair Perello — Yes. The motion carried 3–0.

The item will proceed to the City Council for final approval under the recommended terms.
