Committee recommends renewal lease with Oxnard Drainage District No. 1; city to continue ditch maintenance

The Public Works & Transportation Committee voted 3–0 on Jan. 28 to recommend that the City Council approve a lease and license agreement with Oxnard Drainage District No. 1. Staff recommended an initial five-year term with options for additional five-year extensions.
Jan Hauser, wastewater division manager, described the agreement as a renewal of a longstanding arrangement dating from 1968. Developers on the east side of Patterson Road historically routed stormwater runoff into agricultural ditches; the city’s trade-off was to maintain those ditches. Hauser said the practice and the maintenance work are essentially status quo, but the older agreement contained references to projects that no longer exist and needed updating.
Hauser identified the primary maintenance stretches as along Doris Avenue from Patterson to Victoria and Fifth Street from Victoria over to the Edison Canal. Committee members asked for a brief history and staff provided a condensed explanation of the 50-year origin and the simplification efforts that led to the present draft agreement.
The committee voted 3–0 in favor of recommending the council authorize the mayor to execute the lease and license agreement.
