Resident raises transparency concerns as commissioners debate advisory-board appointment process

A resident raised concerns about transparency in advisory-board appointments at the Kootenai County Board of Commissioners' status update on Dec. 31, saying she did not feel previous appointments to Panhandle Health had been adequately publicized or vetting processes made clear.
The comment prompted commissioners to discuss procedures for filling vacancies on several advisory boards, including the airport advisory board, the Agricultural Protection Area advisory board and Planning & Zoning. Commissioners said interviews had been discussed previously but applicants for some positions nevertheless appeared on the business-meeting agenda without interviews.
The resident said, "I just wanted to express concern ... I don't feel like there was enough transparency," and asked the board to consider a middle ground between interviewing every candidate and making appointments without public vetting.
At the meeting commissioners debated two approaches to filling an open airport board seat: (1) automatically elevating the longest‑standing alternate to the full position, or (2) having the board consider alternates and select the best candidate. One commissioner said he preferred promoting the longest‑standing alternate when all else is equal; another said he had reviewed applicants and put forward specific preferences and believed his chosen candidate had the most aviation experience.
On the Agricultural Protection Area advisory board, commissioners agreed to postpone action until the next business meeting to allow time for interviews. Commissioners said one or two of the applicants named for the APA seat also serve on other advisory boards, and several commissioners said they wanted to interview candidates before making appointments.
For Planning & Zoning, commissioners said they would interview at least one candidate before confirming a reappointment. Commissioners also indicated they were comfortable proceeding with the reappointments of Slater and Anderson to unspecified advisory roles that appeared on the agenda.
No formal votes on the advisory-board appointments were recorded during the status update; commissioners said the airport appointments and other agenda items would be handled at the forthcoming business meeting. The board opened and closed the public‑comment period before moving to other agenda items.
The commissioners convened at 10:00 a.m. on Dec. 31; the county said the remaining advisory appointments will be addressed at the next scheduled business meeting.
