Valley County commissioners approve asphalt donation, grant reimbursement request and support for Samson Trail phase 2

During discussion, a county recreation representative described the asphalt as crushed top-coat material reclaimed from a highway project and said a supply is stored at Smiths Ferry. The county also asked the board to sign and submit a request for reimbursement tied to an Idaho Department of Parks and Recreation (IDPR) grant for upgrades to two ramps at a Cobarton (spelled variously in the record) launch site; staff told commissioners the project closed under budget and a reimbursement form needed the board chair’s signature.
Commissioners voted to: request reimbursement for the Cobarton site improvements under the IDPR grant; approve a letter of commitment supporting the Samson Trail Pathway phase 2 that documents the county’s crushed-asphalt and staff contributions; and authorize a letter of support to accompany the Samson Trail funding materials. The motions were moved and seconded; votes were taken by voice and recorded as “aye.”
County staff agreed to circulate finalized letter text and supply a printed copy on commissioners’ letterhead for signature. Commissioners and staff also discussed minor logistics, including getting the document into the clerk’s office to meet processing and printing needs.
The actions follow prior grant work by the recreation department and align with the county’s broader effort to complete multi-phase trail and site improvements. The county did not provide a schedule for when phase 2 construction will begin or when reimbursement checks will issue.
