Hammond council approves rezoning at 1009 Jim Fagan Drive to allow self‑storage expansion

The Hammond City Council on Jan. 28 gave final adoption to an ordinance rezoning 1009 Jim Fagan Drive from MXN to MXC to allow an existing self‑storage operator to expand across the street.
Planning staff and the council said the change is required because the MXN zoning classification does not allow self storage while MXC does; the rezoning follows a preliminary plat prepared by Martin Surveying Solutions LLC dated 6/27/24. Darby Lambert, speaking for applicant Brian Dozier, told the council the proposal is for a single, climate‑controlled building with a concrete drive around the structure and an estimated “around a 150 and up” storage units range.
“This is just storage. It’s actually one big building, all climate controlled,” Lambert said during the public hearing. City staff told the council the planning and zoning commission, the planning director and planning coordinator reviewed the request and recommended approval.
Council members asked about materials and site layout. Lambert said the preliminary drawing shown to the council was prepared after the planning commission meeting and that the developer is willing to alter the facade or design “to accommodate and have it look like we want it to look.” Lambert said the building is expected to be metal and that the developer can modify the design to address council or community concerns.
A motion to approve final adoption carried on a voice vote; council members recorded as voting “Aye” were Councilman David Herriot, Councilman Andrews, Councilwoman Gonzales, Councilman Leon, Councilman Wells and Councilman De Vitterio. The ordinance was recorded as ordinance number 1.
The council did not specify additional conditions on the zoning change in the public record beyond the plan and plat referenced during the hearing. The city’s planning staff will retain the preliminary plat and any site plans submitted with the building permit and final site review process.
