Berkeley County Board of Education members met Dec. 2 and approved several personnel actions, a property transfer, and multiple student appeal outcomes following an executive session.
The board voted 8-0 to deny the attendance appeals for two students and to deny two expulsion appeals; one expulsion decision was deferred to the next meeting. The board also accepted the administration's personnel recommendations and approved the appointment of Breon Packett as principal at Stratford High School, with a contract to begin Dec. 3, 2024. Members approved transferring a property at 1817 Main Street, Bono (TMS 058-00-04036) to Berkeley County Government in exchange for paving services. All motions described below were moved, seconded and recorded in public session following the executive session in which those items were discussed.

- Personnel recommendations — motion by Miss Littleton, second by Miss Bradley to accept the administration's personnel recommendations as discussed in executive session; approved 8-0.
- Appointment of principal at Stratford High School — motion by Mr. Baker, second by Miss Davenport to name Breon Packett principal with a contract beginning Dec. 3, 2024; approved 8-0.
- Transfer of property (1817 Main Street, Bono; TMS 058-00-04036) — motion by Mr. McClellan, second by Miss Coats to transfer the parcel to Berkeley County Government in exchange for paving services as discussed in executive session; approved 8-0.
Process and record
Board chair and motion language were read into the public record before each vote. Following the executive session the chair stated, “no action was taken in executive session,” then members returned to regular session and recorded votes publicly. Where recorded, the minutes show unanimous votes (8-0) for the items listed above except where a deferral or deadlock was explicitly recorded.
The board will revisit deferred student discipline at the next meeting when an odd number of members is expected to be present, as members discussed during the session.
