Town says Rod and Reel permit revisions and EDU allocation under review; Board of Appeals case set for January

Town staff told the council they are still evaluating whether revised permits and changes at the Rod and Reel restaurant increase its allocation of equivalent dwelling units (EDUs) for water and sewer service.
Wayne Newton, the town engineer, said revised permits were submitted to Calvert County for review and approval but were not provided to the town. Newton said the town requested the plans the restaurant sent to the county and received some documents, but staff lacked historical allocations and full documentation needed to calculate what Rod and Reel previously paid for versus what it might now owe.
Newton said the town last met with Rod and Reel representatives in September and has been waiting for additional information since that meeting. He characterized the matter as paused pending receipt of complete plans, historical flow or usage data, and prior payment records.
Council members noted the Board of Appeals has a continuation hearing on the Rod and Reel case (2023-3) scheduled for Jan. 15, 2025, at 6:30 p.m. at town hall. Town staff said they would continue to request the missing information, and the council discussed that any action on EDU reallocation would await staff review and legal/permit verification.
The Rod and Reel matter was discussed in the broader context of connection fees and EDUs; some council members linked it to the decision to draft an emergency ordinance on retroactive capital connection fees affecting other accounts.
No EDUs were reallocated and no permits were altered by council action at the meeting; staff said they will report back when they have the required records.
