District reports ESSER III project progress: roofs, bleachers and HVAC controls near completion

Lenoir County Public Schools staff reported progress on ESSER III‑funded capital projects during the Dec. 9 meeting, saying most work is substantially complete but one roofing project may require a federal deadline extension.
Nicholas Hobby told the board that capital project encumbrances for ESSER funding were required to be in place by Sept. 30 and that districts had until Dec. 31 to liquidate funds; the federal government has extended that liquidation deadline into February for districts that apply. Hobby said the district would apply for the extension to avoid losing funds if a remaining project cannot be fully liquidated by Dec. 31.
Project statuses provided to the board included: South Monroe High School roof about 95% complete; North West Elementary and Moss Hill Elementary around 90% complete; Banks Elementary approximately 80% complete and weather‑dependent; one large project (noted as a major roofing job) is underway and may extend into 2025. Hobby described the Department of Public Instruction’s increased design and engineering review for federally funded projects as adding review cycles that can slow approvals.
Hobby also reviewed non‑roof projects funded by ESSER: new bleachers have been installed at Kinston High School and other schools; one installation was noted with a price tag of about $300,000 and board members said booster clubs contributed to related gym improvements. The district is replacing district‑wide HVAC control systems — described as decades‑old and increasingly obsolete — and that project is roughly 95% complete and expected to meet the Dec. 31 deadline.
Hobby said completed work has received positive feedback from principals and staff, and he thanked the board for supporting the capital projects. He cautioned that weather and state/federal review timelines remain the main risks to meeting liquidation deadlines.
