Byram Hills Board reviews multiple policy updates, approves deletion and first reads

The Byram Hills Central School District Board of Education on Dec. 10 approved deletion of a regulatory appendix to the district—s visitors policy and voted to accept first reads of five revised policies addressing visitors, graduation participation, diploma and credential options for students with disabilities, student privacy and the use of surveillance cameras on school property.

Board members moved the items as first reads and voted unanimously to advance them; the deletion of the regulation was also approved. The policies were presented as required updates and clarifications to align district practice with state law and to fold overlapping language into the district code of conduct.

Gina, a staff member who led the policy presentation, said the draft to delete regulation 1240-r was recommended because the content is now embedded in the district—s code of conduct. "This part of the policy is embedded in our code of conduct, which is 53100 that I'll talk about in a minute," she said during the presentation. She described policy 53100.65 (visitors to the school) as a brief but important outline of identification and behavior expectations for adults on campus and noted an explicit addition that contracted professionals are eligible to enter schools to observe students and are expected to follow the code of conduct.

The board also reviewed updates to policy 4772 (graduation ceremonies) and policy 4773 (diploma and credential options). Gina said the changes reflect state guidance expanding participation in ceremonies for students who obtain the CDOS (Career Development and Occupational Studies) commencement credential or the SAC (Skills and Achievement Commencement) credential; the regulations now make clear those credentials are available to any student who meets the requirements, not only to students identified with disabilities. She said students receiving those credentials may participate in the graduation ceremony with their cohort or at the time they meet requirements.

On student privacy the board reviewed changes intended to align district practice with New York Education Law 2-d and applicable state regulations (Part 121). Gina told the board the policy clarifies family notification rights, FERPA protections and complaint procedures, and addresses privacy concerns related to surveys, marketing and school-based physical examinations.

Policy 8210.1 (use of surveillance cameras) was updated to reflect removal of any audio recording from camera systems in line with New York State eavesdropping law. Gina said the cameras are limited to public areas of campuses with no reasonable expectation of privacy and described required procedures for requesting and reviewing footage.

The board voted to advance the five policies as first reads and approved the deletion of regulation 1240-r; the board did not adopt the policies as final readings during the meeting.

The district indicated the policy changes were prepared and recommended by the professional learning and policy committees and presented by district staff for board consideration. Any additional public comment and a subsequent final adoption vote will follow the district—s policy-adoption schedule.
