Little Hoover Commission adopts report recommending AI tools to reduce food insecurity

The Little Hoover Commission voted to adopt a staff report recommending how artificial intelligence can be used to reduce food insecurity and improve service delivery to disadvantaged Californians. The report, presented by project manager Daniel, lays out nine recommendations ranging from boosting CalFresh enrollment to creating a state-level food security council and supporting small farmers’ adoption of AI tools.
Daniel opened the staff presentation by saying the report builds on the commission’s past work and Governor Newsom’s 2023 executive order on generative AI. He summarized the problem and recommendations: “With more than flat 5,500,000 Californians currently receiving food aid and many more struggling to afford enough nutritious food, this is an urgent and essential issue,” Daniel said while outlining nine recommendations including expanding CalSAWS governance, supporting multilingual generative-AI tools for enrollment, improving EBT user experience, and establishing grants for small farmers to adopt technology.
Commissioner Hernandez, who led the subcommittee that produced the report, described the work as a focused example of how AI can address pressing social needs. Vice Chair Canelo and other commissioners praised the staff work and asked clarifying questions about the small-farm recommendation and how technology adoption by farms would translate to increased food availability or lower prices.
Commissioner Sidley moved to adopt the report; Vice Chair Canelo seconded. The commission approved the report by roll-call vote and staff said the report will be released after final formatting.
Key recommendations in the adopted report: - Increase CalFresh enrollment through soliciting AI-powered solutions. - Improve state systems such as CalSAWS and streamline county worker support. - Address college-student food insecurity with data-driven outreach. - Use generative AI to improve language access for non-English speakers and immigrants. - Boost CalFresh retention through data analysis of reenrollment barriers. - Enhance EBT systems to improve user experience and resource distribution. - Establish grants to help small farmers adopt AI and modernize production. - Host inclusive hackathons to surface new technology-driven ideas. - Create a food security council to coordinate state efforts.
The vote to adopt the report was recorded as adopted; staff will publish the final formatted report and pursue outreach to the legislature.
