The Garfield Board of Education on Dec. 16 voted to approve grouped agenda resolutions covering personnel, finance, education, facilities and policy and discussed several ongoing facilities projects and a proposed memorial for longtime coach Frank Dawson.
The board approved resolutions 6.1–6.30 (with 6.23 pulled for separate consideration), finance items 8.1–8.8, education items 10.1–10.11, facilities items 12.1–12.3, athletics 14.1 and policy items 16.1–16.3 after roll-call votes. Several trustees registered abstentions on individual line items during the roll calls; those abstentions were recorded in the meeting roll calls.
Why it matters: The grouped approvals move forward routine personnel and purchasing actions, authorize facility repairs and set administrative posture going into the board's reorganization in January. Trustees and district staff repeatedly emphasized that many facilities projects are emergent and funded or supported in coordination with the New Jersey Schools Development Authority (SDA).
Most important actions and discussion
- Position control and staffing: Superintendent Dr. Tomko told trustees he will seek board approval to add a combined chief construction manager role merged with a transportation coordinator position and to add one or more guidance counselors. He said the district has a pipeline of capital projects, including work connected to School 5 and possible SDA-funded projects and that the combined role would centralize construction oversight.
- Facilities updates: The district reported completion last week of a middle-school fire pump replacement; planned safety repairs to high-school basketball-hoop systems; bathroom remodels at School 9 expected by early January; multiple HVAC and trailer repairs across several schools; and ongoing boiler repairs and discussions with the SDA about emergent funding.
- Memorial recognition: Superintendent Dr. Tomko and trustees discussed a plan to name the high-school gymnasium in honor of the late coach Frank Dawson and to designate a nearby service road as "Frank Dawson Jr. Memorial Drive." Board members repeatedly expressed support and said the item was on the evening's agenda for approval.

- Finance 8.1–8.8: Motion carried on roll call. At least one trustee recorded an abstention on item 8.1; other items carried. (See provenance below.)
- Education 10.1–10.11: Motion carried on roll call. Trustee Focarino abstained on 10.5; another trustee recorded abstentions on some subitems as recorded in roll call.
