School committee reaffirms 2017 proclamation that Salem schools are welcoming and accessible

The Salem School Committee on Dec. 2 unanimously reaffirmed a Feb. 6, 2017 proclamation that Salem Public Schools will remain a "safe and welcoming place" for all students and will support access to services regardless of immigration status.

The proclamation references the city’s nondiscrimination language (which enumerates categories including "gender identity or expression") and affirms support for the city’s sanctuary‑for‑peace ordinance as previously adopted. Member Manning moved reaffirmation; Member Cornell seconded. The roll call vote was unanimous: Member Miranda — yes; Member Cornell — yes; Member Cruz — yes; Member Hoffman — yes; Member Manning — yes; Chair Dominic — yes.

Members discussed whether to expand or consolidate the district’s public statements related to equity and LGBTQ+ inclusion. Several members asked staff to circulate the district’s equity statement and an LGBTQ+ inclusion statement posted on the district website, and to share a recent proclamation used by Chicago Public Schools as an example. The committee agreed to place those items on a future agenda for further consideration.

During discussion the committee clarified wording: staff provided an updated count of the district’s home languages and members agreed to substitute nonnumeric language — using the phrase "many different" languages — in the reaffirmation to avoid presenting an inaccurate number in committee materials.

No changes to policy or new obligations were adopted at the meeting; the vote restated the district’s previously adopted position and staff were asked to return with any suggested consolidated language for committee consideration.
