Canton council approves loan applications, procurement update and appointments; adopts resolutions endorsing regional projects

The Canton City Council at its Jan. 2 meeting approved several resolutions and routine motions affecting infrastructure funding, procurement and board appointments.
Key approved items included a resolution authorizing preparation and submission of a Georgia Transportation Infrastructure Bank (GTIB) loan application for the Marietta Road Realignment and Hickory Flat Highway Improvement Project and endorsement of a separate GTIB application from Cherokee County for the Airport Road Spur (Phases 5 and 6 of Technology Ridge Parkway). City staff said the GTIB application the city will submit requests $5,000,000; the program allows repayment terms up to 20 years and has statewide limits for project awards. Staff said the GTIB loan would not cover the entire project cost but would help spread Tax Allocation District (TAD) funding across more years.
Council also approved staff’s request to move forward with an updated procurement policy required by GDOT for federal and state funded transportation projects; staff said the updated policy requires additional signatures from the mayor and clarifies existing language.
Other council actions included: approving the meeting agenda as amended; approving the Dec. 19 draft meeting minutes; scheduling and preliminary details for the Nov. 4, 2025 general municipal election qualifying period; appointing Sean Toland as mayor pro tem for 2025; and reappointing Jack Champine to the Main Street Board. City manager staff announced the city received a Georgia Power energy rebate of $14,639 for city‑hall HVAC efficiency upgrades.
