Council amends ODD to permit Culver’s at 29777 Telegraph Road

The Southfield City Council on Dec. 16 approved an amendment to an existing Overlay Development District (ODD) at 29777 Telegraph Road to permit a Culver’s restaurant on the northeastern outlot. The council also introduced an implementing ordinance (No. 1803).
Developer Andrew Zalki, speaking for the petitioner, described the building as a standard Culver’s layout with a dual-ordering drive-thru. He said the project would create an estimated 50 to 60 jobs. Planning staff characterized the request as an amendment to the master development plan; no substantive design changes beyond the drive-thru configuration were identified at the hearing.
The council moved to approve the amendment (PZR ODD24-003). The motion carried without recorded dissent and the council introduced ordinance 1803 to implement the amendment.
The amendment now allows the developer to proceed with final site and building plans subject to the city’s standard administrative and permitting reviews. The applicant and staff said they expect the outlot development to follow the previously approved plan for the overall site with the lone change being the restaurant use and drive-thru configuration.
