West Haven staff report: lift‑station work, manhole program and search for public works site

Public works staff gave a project update at the Dec. 16 West Haven Special Service District meeting, reporting progress on lift stations, a manhole‑raising program and an ongoing land search to site public works facilities.
John said contractors are finishing work at the 4450 lift station: fence removal, new poles and ornamental iron, and stone‑look paneling. He said pumps at 4450 have been replaced and new variable frequency drives (VFDs) are planned. The 27100 lift station design was described as “looking really good” and staff expect to put that project out to bid in January 2025.
Staff also said the district budgets $30,000 each year for raising buried manholes and that they typically perform that work in the slower season; they estimated about 60‑plus manholes remain to be raised after several years of work. Costs per manhole vary depending on conditions, John said, from a few thousand dollars to significantly more if a larger section of work is required.
On facilities and land, John said staff are looking for roughly 3–4 acres to site a district building and a public works facility; the district has placed approximately $2,000,000 into a land acquisition fund and staff discussed options for cost‑sharing with the city if a parcel slightly exceeds the district’s budget. John said the site needs to be on a main corridor to accommodate large delivery vehicles and salt/sand trucks.
Board members thanked staff for the work and noted outgoing staff and board members. No formal action was taken on these project updates during the meeting.
