Council awards landscape maintenance contract to Elite Grounds with clerical correction

The Lindon City Council on Jan. 21 approved a multi-year landscape maintenance contract with Elite Grounds (formerly referenced as ‘Elite Grounds/Stratton’ in staff materials) after a brief review of bids and a small arithmetic correction in the contract payment schedule.

City staff said the city ran an open bid process that produced two responsive bids and that Elite Grounds’ proposal scored well across qualifications including training, references and local experience. Staff recommended approving a contract with Elite Grounds for a total amount shown in the staff report as $308,377.76; the agreement allows an initial three-year term with two additional one-year renewals before the city rebids the work.

Councilors asked about watering decisions and who controls irrigation. Staff said the parks department controls watering schedules and automated timers and will continue a conservative approach tied to drought conditions; the contractor will perform daily maintenance and garbage pickup (daily except Sunday) under the contract. Staff noted the contract cover page contained a clerical error in the division of the contract into eight payments (a $5/month typo); council approved the award contingent on insertion of the corrected payment page.

Council member Hoyt made the motion to approve the bid award with the corrected contract page; Council member Broderick seconded. The motion carried on a voice vote. Staff directed the mayor to sign after the corrected page is inserted.
