Planning commission backs site plan for Saratoga Town Center Lot 305

The Saratoga Springs Planning Commission on Jan. 23 forwarded a recommendation of approval for a site plan for Saratoga Town Center Lot 305, a proposed roughly 45,000-square-foot commercial building at 1509 North Redwood Road. Commissioner Hill moved approval with the findings and conditions in the staff report; Commissioner Magnum seconded the motion and the commission voted in favor.
The proposal calls for a single building divided into 10 tenant suites ranging from just under 3,000 square feet to just under 9,000 square feet. Senior Planner David Jellin said, “they are proposing a approximately 45000 square foot building on that lot with associated parking and landscaping,” and that the elevations, materials and horizontal and vertical articulation shown meet code. The applicant’s primary prospective tenant is a gymnastics studio, according to staff.
The plan shows parking at the city’s commercial standard of 4 spaces per 1,000 square feet. Jellin told the commission the requirement amounts to 184 spaces for the project and that the applicant is proposing 192 spaces. He also said landscaping and elevations as submitted comply with city code, and that a few checklist items remain as “shall comply” items to be completed at building inspection or as part of addressing and final permitting.
Josh Moffett, the applicant’s on-site representative, told the commission he had nothing to add to staff’s presentation. Commissioner Hill praised the submission as “very clean” and said it “fits within the parameters of the zoning and the regional commercial area.”
Commissioner Myles asked about the neighborhood notification process for the required community/neighborhood meeting. Senior planner staff explained that the neighborhood meeting is required to notify property owners within 300 feet of the residential zone adjacent to a project; notices are typically mailed and a meeting is required so nearby residents can review plans and comment. Staff said the packet indicated two or three people attended the applicant’s neighborhood meeting for this site.
The commission’s action is a recommendation to city council; Jellin and the applicant will continue to address the remaining checklist items during building permit review and inspections.
Votes and next steps: the Planning Commission’s favorable recommendation will be included in the staff report to city council for final approval and any conditions the council chooses to impose.
