LE MARS, Iowa — The Le Mars City Council on Dec. 17 adopted Resolution No. 2458 authorizing a water revenue loan agreement in a principal amount not to exceed $39,900,000 to finance a reverse-osmosis water treatment plant project, the Well 15 project, and a raw water main project.
The council opened a public hearing on the proposed financing, called for written and oral objections and heard none. After closing the hearing, the council moved to adopt Resolution No. 2458 and carried the motion following a roll-call vote recorded in the meeting minutes.
Why it matters: The adopted loan agreement provides the financing mechanism for three large water-infrastructure projects identified by city staff. Such financing is typically repaid from water revenues rather than the general fund; the resolution authorizes the city to enter the loan agreement in an amount not to exceed $39.9 million.
Hearing and vote: Administration noted the hearing had been set at the council’s Dec. 3 meeting; the hearing on Dec. 17 produced no written or oral objections. A council member moved to adopt Resolution No. 2458, the motion was seconded, and a roll-call vote followed. Meeting minutes record affirmative votes and the motion carried.
Other council actions (selected) taken Dec. 17: The council approved routine consent items, adopted Resolution No. 2459 (credit addition, consent item no. 9), approved the Federal Airport Capital Improvement Program list for fiscal years 2026–2029 for submittal to the FAA, adopted Ordinance No. 993 amending the Le Mars Urban Revitalization Area (second reading and waiver of third reading), and adopted Resolution No. 2460 setting fees, licenses and charges for calendar year 2025. Those motions were carried and recorded in the meeting transcript and roll calls.
What the council did not finalize: Administration recommended that the city pay 50% ($32,813) of a proposed $65,625 tourism plan to be produced by ISG and funded in part by private donors; that proposal was discussed but no vote to approve the city share is recorded in the transcript excerpt.
Ending: With adoption of Resolution No. 2458, the city authorized the financing step needed to proceed with design and construction planning for the three water projects; staff will follow the loan-execution steps and report back to council as required.
