Details and context
Consent agenda: The council approved a slate of noncontroversial items in a single motion. Council identified Item I as the appointment of Cody Schultes to the Board of Adjustment.
Weed-cutting assessment resolution: City staff said certified notices were sent and a notice ran in the Oskaloosa Herald; if unpaid, the assessment is to be filed with the Mahaska County Treasurer and assessed to property taxes after 30 days with interest. The resolution was adopted after a public hearing in which no members of the public spoke on the item.
Career Corner Subdivision final plat: Staff reported the application from Samuel and Amy Jo Career for an 8.43-acre parcel met the conditions to be considered a minor subdivision under Oskaloosa Municipal Code section 16.04.020 and that planning and zoning recommended approval.
2080 agreement with ABD: Council was told the agreement would allow the Oskaloosa Police Department to conduct compliance checks under the authority of the Iowa Alcoholic Beverages Division; the council passed the agreement on first reading.
Edmondson North Urban Renewal Area/TIF: Council previously amended the urban renewal plan on Nov. 4 to add the area. The ordinance on Nov. 18 authorizes the collection of tax increment revenues within the new urban renewal area and passed its first reading.
Outcome: Each item recorded in the meeting passed by unanimous roll call on the dates shown; motions and seconds were not consistently named on the record.
Ending: Several items were routine approvals or first readings; council will return for subsequent readings and final actions where required by ordinance.
