Developer DCI, city staff coordinate Broad & Main building work with Central Plaza construction

City staff and representatives of DCI Group joined the Marion City Council work session Dec. 17 to discuss coordination between the Broad & Main development and the citys Central Plaza construction.
Leanne (city staff) told council that a development agreement with DCI covering Broad & Main phases 6 and 7 will be considered at a regular meeting later in the week. The package includes a proposed $3.5 million grant and a $3.4 million rebate stream as part of the incentive structure for property near City Square Park and the future Central Plaza.
Jake (city project staff) explained construction logistics: DCI will need approximately 30 feet from its west property line for staging, forklifts and ready-mix delivery. To avoid repetitive demolition of recently installed pavers, staff intends to execute a change order with the Central Plaza contractor to remove paver installation in the staging area and then include installation of those pavers in DCIs building contract so DCIs crews will install them after their work. "It is in the best interest of the city as well as DCI to forego the installation of the remaining paver areas that's within that approximate 30 foot area," Jake said.
DCI Group representatives said they have spent substantial time redesigning financing and construction plans to make the project feasible and that, after extensive negotiation, DCI is prepared to move forward. Dennis Verschmeier of DCI said discussions with city staff and lenders had been lengthy but that the parties were “really, really close” to finalizing outstanding legal points and hoped to start construction in 2025.
City staff said donor pavers already procured will be integrated into the final plaza and that change orders and a memorandum of understanding will formalize the work split and staging plan. Staff said the staging area will be temporarily fenced, screened and used for materials during DCI construction.
Why it matters: The Broad & Main development adjoins Central Plaza and affects the plazas construction schedule and paver installations; careful coordination reduces duplication of work and protects grant-funded elements of the plaza project.
Next steps: City council will consider the development agreement and related public-hearing items at the next regular meeting; staff will bring recommended contract change orders and a memorandum of understanding to reconcile plaza and DCI work.
